Skill assignment to Business Partners in MRS

Dear MRS Experts,

         Need to know about Business Partner in MRS. As per understanding , If HR is not available, we can create the Employees, Vendors etc. into MRS as Business Partners. But here the doubt is how to link these BPs into Planing board for assignment to order operations demands?

Where we can assign the skills to these BPs, so that planner/system can select the right BP based on the required skill set.

Can someone provide some clarity here with process steps ?
