CONS_I Consuming header material not component

Hi All,

I tried to use CONS_I for component consumption but material proposed in pi sheet is header material not component. Below is the screen shot of process instruction;

I created filter (variant of RCOCRPVG) and assigned to control recipe destination but still getting header material consumed.

Any help.
